Access and pay are two separate questions. Someone's access level decides what they can open. Their pay setup decides how they are paid. Neither implies the other.
Three access levels
Field is the crew. They get a job-centric home with their assigned jobs, capture photos and time, and never open the CRM. Office runs the business day to day. Admin adds team-wide settings, billing and ownership. The owner is the admin who pays for the plan, and an owner can make someone else the owner.
Field people never use a seat, so you can give every installer and sub the app for free. Office and Admin are what seats are for.

- Admin: everything, plus settings, billing and ownership. The owner cannot be removed from the team.
Permissions on top
Seeing money is its own permission, and so is seeing payroll. Someone without money access still runs jobs and sends proposals, but the Money pages, margins and pay runs are hidden from them. Each person's page has the switches: See money, Write proposals, See payroll, Manage crew, Manage customers, Manage settings and Clock my crew, plus drawing permissions such as create, delete, share and change status. You can copy one person's access to others.
Confidentiality, whether a number can be seen at all, is enforced on the server, so hiding it really hides it. Authority, whether you can approve a discount or a change order, is a workflow rule in the screen.

- Settings pages each have a role, shown in Settings, and a page you cannot open does not appear.

Markets narrow it further
With more than one market, people are assigned to specific markets. They see the customers, jobs and money of their markets only. Owners switch markets from the header and can search across all of them.
If the plan lapses
If the team's plan lapses, everyone stays on the team and paid features lock until it is renewed. Nothing is deleted and access returns on renewal.
